Dean joined Shekel & Co. in 2010 and has extensive experience in providing legal advice and representation in tax matters, guiding leading entities in the Israeli economy as well as private clients through complex tax issues.
Dean specializes in all aspects of taxation, including income tax, corporate tax, VAT, and energy taxation.
In addition to his legal training, Dean has a background in accounting and business administration, providing him with a significant advantage in analyzing complex tax structures and understanding the business needs of his clients. Dean represents the firm’s clients, which include prominent entities in the Israeli economy as well as private individuals, in legal proceedings facing the tax authorities, both in court and in negotiations with the authorities. Dean also writes opinions on complex tax issues, provides tax counseling and tax planning, advises and guides clients through large-scale transactions and in pre-ruling proceedings. Additionally, Dean is periodically involved in legislative proceedings related to taxation.
Dean has unique expertise in the taxation of natural resource extraction, including oil and natural gas, and possesses an in-depth understanding of the fiscal mechanisms governing this industry. In this capacity, he provides legal and tax counsel to energy companies and international corporations operating in Israel, assisting with complex transactions, obtaining approvals from tax authorities, and structuring optimal tax frameworks for long-term projects.
Additionally, Dean specializes in the taxation of levies and royalties imposed on natural resource extraction under Israeli law, including the Petroleum Profits Tax Law (Sheshinski Law), the Oil Law, and related tax regulations. His experience includes representing clients before the Israel Tax Authority and the Ministry of Energy on matters such as royalty calculations, transfer pricing determinations, and special tax arrangements for companies in this sector.
